Although a comptroller in normal usage refers to an accountant who manages cash flows and the application of internal controls, in the context of intellectual property, the administrative head of many national intellectual property offices, such as the UK Intellectual Property office is given the title of Comptroller as in “Comptroller of Patents.” This person is often referred to in legislation granting specific powers such as review of challenges to patents or compulsory licensing.
