A unit within the U.K.’s Intellectual Property Office whose main function is to set, when parties cannot agree, terms and conditions of licenses offered by performing rights societies with respect to copyright and neighboring rights. Its decisions can only be appealed to the English High Court and Scottish Court of Session on points of law.
Anyone who has unreasonably been refused a license by a performing rights or collecting society or considers the terms on offer to be unreasonable may refer the issue to the Tribunal. The Tribunal also has the power to decide some matters referred to it by the Secretary of State, for example, disputes over the royalties payable by publishers of television program listings to broadcasting companies.
